Behavioral Health Rehabilitation Services (BHRS)


Safe Harbor Behavioral Health Rehabilitation Services are short-term, intensive mental health interventions for children and teens who have complex emotional and behavioral needs. Services can be provided in a home, school, or community setting to increase the child’s chances for stabilization and growth in their natural environment. This community-based approach is designed to empower the child’s family and informal support system to deal with the challenges presented by a youth or with symptoms of emotional disturbance.

Safe Harbor Behavioral Health Rehabilitation Services are staffed by a team of licensed psychologists, master’s level therapists, and bachelor level staff who maintain the highest professional standards. Individualized treatment plans are developed in a team approach to meet the unique needs of the child and family.

  • Anxiety
  • Attention Deficit Disorder(ADD) / Attention Deficit Hyperactivity Disorder(ADHD)
  • Behavior Disorders
  • Bipolar Disorder
  • Depression
  • Mood Disorders
  • Obsessive Compulsive Disorder (OCD)

Eligibility of services:
Behavioral Health Rehabilitation Services are available to children and adolescents ages 3 to 21 who have an ACCESS card, a mental health diagnosis, and who live in Erie County.

Services may include:

  • Strengths-based, child-centered, individual counseling provided in natural settings. Therapeutic efforts are directed at achieving individualized goals set by the child, family and treatment team.
  • One-to-one interventions with the child in natural settings. Interventions are developed by the clinical team to insure quality, outcome-based results that support the child and family in achieving a stable, productive quality of life.
  • A range of services from assessment and functional analysis through the development of individualized behavior support plans. Instruction in implementation, as well as treatment plan direction is made available to family members, school personnel, and other persons involved in supporting positive behavior changes in the referred child.

  • Therapeutic staff support
  • Behavioral specialist consultant services
  • Brief Mobile Therapy
  • Brief Behavioral Specialist Consultant

How to refer your child:
Services can be requested by calling Safe Harbor Behavioral Health at 814-877-4079. A psychological evaluation will then be scheduled to initiate the referral process.
